Ukraine’s Defence Ministry announced that it is collaborating with SpaceX, a United States-based aerospace company that operates the Starlink satellite internet system, to address reports that Russian forces have used Starlink connectivity on unmanned aerial vehicles (UAVs) engaged in attacks. Defence Minister Mykhailo Fedorov said Ukrainian officials made contact with SpaceX soon after discovering Starlink terminals on the wreckage of long-range drones believed to have been used in strikes over Ukrainian territory.
Officials shared images on social media that showed fragments of Russian UAVs, including models such as Shahed drones, which appeared to be equipped with Starlink hardware that could have supported remote guidance via the satellite network. Fedorov thanked SpaceX President Gwynne Shotwell and the company’s leadership for what he described as a rapid response to outline steps for resolving the issue. He said the collaboration reflects Ukraine’s ongoing reliance on satellite communication systems for secure battlefield communications.
Starlink, developed by SpaceX, is a constellation of low-earth-orbit satellites providing broadband internet services. Ukraine’s military and government have used Starlink extensively since Russia’s full-scale invasion in 2022 to maintain internet access and support battlefield communications. SpaceX has previously stated that it does not sell or ship Starlink services to Russia or supply the Russian military, and that its terms of service prohibit offensive use of the system.
Serhiy Beskrestnov, an adviser to the Ukrainian defence minister, said that conventional electronic warfare systems cannot easily disrupt or detect Starlink links, prompting officials to pursue technical and operational solutions with SpaceX. Reports from independent analysts indicate that since late 2024, Russian forces have been observed operating drones equipped with Starlink terminals to extend their range and resilience to electronic countermeasures. The Ukrainian defence ministry is seeking measures that can prevent or disrupt such use while retaining essential satellite communications for military and civilian purposes.
